In some states when you purchase a home that is in a Flood Zone, the seller is required to provide a Flood Zone Disclosure. This is merely a form stating that the property is in a Flood zone and the Flood Insurance might be needed.

Whether you need Flood insurance or not is not determined by the seller, but by your lender, and in most cases if your property is in a High-risk flood area, you are most likely going to required the insurance.
